A fly-tipper has been caught on CCTV in a Westbury car park, just months after a previous offender was convicted for dumping tyres at the same location.
The incident occurred at Warminster Road car park in Westbury, where CCTV captured a man stopping his vehicle and later driving away, leaving behind a large can and a trail of spilled paint. While the unloading of the paint tin took place out of the camera’s direct view, the footage shows that there were no such items before the vehicle stopped, and that a trail of paint was left as the man drove back out of the car park.
Wiltshire Council’s Environmental Enforcement Team investigated after receiving a fly-tipping report from Warminster Town Council, which also monitors the CCTV system in Westbury. Officers traced the vehicle back to the offender, who admitted responsibility during an interview under caution. They were issued a £1,000 fixed penalty notice (FPN).
Because an FPN is not a conviction in court, the person cannot be named.
Cllr Martin Smith, Cabinet Member for Highways, Street Scene and Flooding, said, “This is the second successful action at this car park in recent months, following the case of a fly-tipper who dumped tyres here earlier this year. These incidents highlight our strong partnership with town councils and the effective use of CCTV, to enable our enforcement teams to catch offenders and protect our communities.”
